East Hartford Man Charged in Connection with May 2023 “Street Takeover” in Tolland

 Throughout the month of May 2023, the Connecticut State Police (CSP), as well as numerous other law enforcement agencies, investigated “street takeover” incidents within their respective jurisdictions. These gatherings have led to illegal activities including street racing, illegal fireworks, arson, damage to property and violent crimes.

 

During these investigations, a suspect was developed who was believed to be the leader of a “car club” which promoted and is alleged to have hosted multiple “street takeover” events throughout the month of May 2023, including a street takeover event in the town of Tolland and resulted in a passing motorist’s vehicle being damaged by hostile attendees.

 

On 04/11/2024, Detectives from the Connecticut State Police Central District Major Crime Squad obtained an arrest warrant for Jaki S. Haynes, DOB 07/12/2002, of East Hartford, for his alleged role as president of the accused car club and alleged acts to incite the events which occurred in Tolland, on 05/21/2023.

 

On 04/18/2024, Haynes voluntarily turned himself in to the Connecticut State Police Troop H barracks in Hartford after learning of the active warrant for his arrest.

 

Haynes was taken into custody and charged with the following violations:

 

C.G.S. 53a-48/53a-175, Conspiracy to Commit Riot in the First Degree

C.G.S. 53a-8/53a-175, Accessory to Commit Riot in the First Degree

C.G.S. 53a-178, Inciting a Riot 

 

Haynes was later released on a $25,000 court set surety bond and is scheduled for arraignment at Rockville Superior Court, on 05/07/2024.

 

This investigation remains active and additional arrests are anticipated.
