Waterbury Man Arrested for I-91 Collision Injuring Two State Troopers

On Friday July 11, 2025, at approximately 11:00 AM, Detectives from the Central District Major Crimes Squad arrested Joel Caiza (DOB: 01/03/2007) following a collision investigation on 91 north in Enfield that injured two State Troopers.

Caiza was placed under arrest without incident and charged with the following:

C.G.S. 14-222 - Reckless Driving

C.G.S. 14-218a* - Traveling too Fast for Conditions of the Roadway

C.G.S. 14-236 - Failure to Maintain Lane 

C.G.S. 14-36a - Operating a Motor Vehicle without a License

Caiza was issued a $100,000 bond which he was unable to post and held in the custody of the State Police awaiting arraignment at Hartford Superior Court.
