Troopers Arrest Manchester Man Accused of Impersonation of a Police Officer on I-91 in Hartford

On 09/29/2026, at approximately 12:57 a.m., Troopers assigned to Troop H in Hartford observed a black, Ford Explorer Police Interceptor, traveling southbound on I-91 prior to Exit 27, in Hartford, displaying red flashing emergency lights. Based upon the vehicle’s Connecticut registration information, Troopers determined that the vehicle was privately owned and not associated with a law enforcement agency.

After conducting a motor vehicle stop, Troopers observed the operator of the Ford, positively identified as Luis Rodriguez-Rodriguez, DOB 08/07/1989, of Manchester, in the driver’s seat, wearing a chest carrier with a body camera attached, as well as OC spray, and handcuffs. When asked, Rodriguez-Rodriguez explained to Troopers that he was not a member of law enforcement. In the interest of safety, Rodriguez-Rodriguez was detained while Troopers continued their investigation.

During a search of the vehicle Troopers located additional items, including a baton, additional handcuffs and OC spray, which were subsequently seized as evidence. Upon further inspection, investigators also determined that the vehicle was also equipped with a functioning siren.

Based on observations and information gathered during the investigation, Rodriguez‑Rodriguez was placed under arrest and transported to Troop H, where he was processed and charged with violation of C.G.S. 53a‑130, Impersonation of a Police Officer.

Due to possession of the baton, Rodriguez‑Rodriguez was additionally charged with C.G.S. 29‑38, Illegal Possession of a Weapon in a Motor Vehicle.

He was released on a $10,000 cash/surety bond and is scheduled for arraignment on 10/20/2026 at Hartford Superior Court.
