Torrington Man Faces Multiple Charges Following New Hartford Collision

On 10/05/2026, at approximately 3:59 p.m., Troop B – North Canaan was advised of a one- car collision on Whitbeck Rd. in the area of Knollwood Dr. in New Hartford. As Troopers were responding to the scene, Troop B dispatch was contacted by a witness who indicated the operator of the involved vehicle was walking southbound on Whitbeck Rd., away from the scene. The witness provided dispatchers with the male operator’s clothing description and explained that they he last seen walking into a wooded area.


Upon arrival at the scene Troopers observed a blue Hyundai Elantra, displaying a Connecticut registration. The vehicle was observed to have struck a utility pole, snapping it at the base. Upon conducting a query for the owner’s information, Troopers learned that the vehicle was registered to an individual with an address in Torrington.  


Within the vehicle, several empty containers, consistent with those of alcoholic beverages were observed.


Dispatchers were able to contact with the registered owner of the Hyundai, who identified David Allan Peck, DOB 05/29/1973, of Torrington as the person in possession of the vehicle. While awaiting the arrival of a CSP K-9, Troopers searched the surrounding neighborhoods for the vehicle’s operator, but were unsuccessful. Soon afterward, Trooper Houle # 566 from Troop L arrived with CSP K9 Onyx and conducted a track, which led into a wooded area.


A short time later, Peck was located by the team and escorted back to the scene of the collision. Peck was offered medical attention, but declined.


While speaking with Troopers, Peck explained that he had been using his cell phone prior to striking the utility pole. Additionally, Peck explained that he was nervous and unsure of what to do following the collision.


While speaking with Peck, Troopers detected the odor of an alcoholic beverage emanating from his person, in addition to other signs of possible impairment.   

When asked to participate in Standardized Field Sobriety Tests, Peck declined to do so.


Based upon the information obtained during the investigation and statements made by Peck, Troopers took Peck into custody.


Peck was subsequently transported to Torrington Police Department, where he was processed and charged with the following violations:


C.G.S. 14-227a, Driving Under the Influence

C.G.S. 14-236, Failure to Maintain Lane

C.G.S 14-224a, Evading Responsibility

C.G.S 14-296aa, Using a Cellular Device While Driving a Vehicle


Peck was later released on a $10,000 non-surety bond and is scheduled to appear at Torrington Superior Court, on 10/19/2026.
