On Monday, September 12, 2022, at approximately 9:59 AM, a Trooper assigned to the Connecticut State Police Traffic Services Unit (TSU) observed a white Dodge Sprinter van pass his unmarked cruiser at a high rate of speed, on I-91 northbound, in the City of Hartford. The Trooper attempted to initiate a motor vehicle stop, but the van failed to stop and continued traveling until it came to a stop at the bottom of Exit #32. As the Trooper approached the van, the operator was observed handling items consistent in appearance with narcotics. The van operator, identified as Mauro Spagnolo, Age 52, of Rocky Hill, and a passenger, identified as Heather Dube, Age 48, of Hartford, were detained. A search of the van led to the discovery of 148 packages of suspected fentanyl, heroin, and crack cocaine as well as associated paraphernalia. During the investigation, it was determined that the passenger, Dube, was the subject of an active Paperless Re-Arrest Warrant (PRAWN), issued by the court. Both Spagnolo and Dube were transported to Troop H in Hartford where they were processed and charged with the following:

Spagnolo was released on $500.00 bond and is scheduled to appear at Hartford Superior Court for arraignment on 10/04/2022.
Heather Dube:
C.G.S. 53a-173 Failure to Appear 2nd Degree (PRAWN)
For the above charge, Dube was held on $500.00 cash bond and transported to Hartford Superior Court for arraignment on 09/13/2022.

C.G.S. 21a-267(a) Use of Drug Paraphernalia
For the two charges above, Dube was released on a $500.00 non-surety bond and is scheduled to appear at Hartford Superior Court for arraignment on 10/04/2022.
