Hartford Man Arrested for Possession with Intent to Sell Narcotics Following Joint Task Force Operation in Hartford

On Thursday, 06/26/25, Detectives from the Connecticut State Police Bureau of Special Investigations worked in conjunction with Detectives from the Hartford Police Department in efforts to curb gun violence and narcotics trafficking in the city of Hartford. The State Police Aviation Unit provided surveillance assistance to Detectives on the ground during this operation, which led to the successful arrest of three separate individuals on various charges. Hartford PD retained the investigation for two of these cases, and the third was investigated by CSP personnel.
At approximately 12:56 pm, a hand-to-hand narcotics transaction was observed in plain view on Wethersfield Avenue in Hartford. Detectives followed the vehicle associated with the transaction and initiated an investigative traffic stop. The operator and sole occupant of the vehicle was positively identified as Jose Ramirez (DOB 11/27/68), of Hartford. During the course of the investigation, Ramirez was found to be in possession of approximately twenty (20) grams of suspected fentanyl. The suspected narcotics along with numerous packaging items were subsequently seized as evidence. Ramirez was arrested and later processed on the following charge:
