Tolland Man Arrested for Impersonating a Police Officer

On August 8, 2026, at approximately 1:51 p.m., Troopers assigned to Troop C in Tolland responded to Baxter Road to assist EMS with a medical call. While on scene, Troopers were approached by an individual later identified as Kurt Hoss, DOB 09/08/1967, of Tolland, who arrived driving a blue Mazda SUV equipped with visible red and blue flashing lights.

Hoss asked Troopers if they required assistance. When asked which agency he represented, Hoss stated he was a federal officer and then left the immediate area. A short time later, Troopers observed the same vehicle parked behind State Police cruisers with its red and blue lights still activated. A DMV query confirmed the vehicle was registered to Hoss.

Upon further questioning, Hoss told troopers that he worked for “Special Forces.” When asked to produce legitimate law enforcement credentials, Hoss was unable to do so. Troopers instructed Hoss to exit the vehicle for investigative purposes and secured him in handcuffs for safety.

A subsequent inspection of the vehicle revealed multiple red and blue light bars affixed to both windshields, additional flashing lights underneath the vehicle, a radio communication scanner, and two sets of handcuffs and keys on the front passenger seat. A search of Hoss’ person uncovered an additional pair of handcuffs in a pouch on his belt. All items were seized as evidence.

Based on the information and observations gathered during the investigation, Hoss was placed under arrest and transported to Troop C, where he was processed and charged with:

• C.G.S. 53a-130a – Impersonation of a Police Officer

• C.G.S. 14-96p – Improper Use of Colored/Flashing Lights

Hoss was held on a $25,000 cash/surety bond, which he was unable to post. Hoss was then transported to Hartford Correctional Center pending his arraignment, on August 10, 2026, at Rockville Superior Court.
