State Police Detectives Arrest Two after Narcotics Investigation

On 11/21/2023, at approximately 9:00 a.m., Detectives conducted a Domestic Highway Enforcement Operation in the great Waterbury area.  Plain-clothes Detectives observed numerous suspected narcotics transactions and suspicious activity. The observations made by the undercover Detectives were then relayed to uniformed Troopers who conducted motor vehicle stops and subject stops/searches.  As a result of this operation, Detectives seized approximately 70 grams of powdered cocaine, 4 grams of "crack" cocaine, and 70 grams of Heroin/Fentanyl, packaged in a manner consistent with intended distribution. 

 

Undercover investigators in the area of Pleasant Street. and Baldwin Street in Waterbury observed a silver Acura MDX stop on the side of the road. As this vehicle was stationary, undercover Detectives observed activity consistent with a narcotics transaction transpire. Based upon these observations, Troopers conducted a motor vehicle stop on the Acura in the area of Baldwin Street and East Main Street. The operator of the Acura was positively identified as Carlos Rivera, DOB 01/11/1985, and the passenger was identified as Lisbett Trinidad, DOB 02/11/1990. During the traffic stop, Troopers observed the front seat passenger attempting to conceal something in her purse and on her person.

 

Both occupants were asked to exit the vehicle. At this time, investigators observed Trinidad throw a bag of suspected narcotics into nearby bushes. During the investigation, investigators retrieved the bag which was determined to contain suspected Fentanyl.

 

Two individuals were taken into custody as a result of this operation and transported to Troop A in Southbury, where they were processed and charged with the following:

 

Lisbett Trinidad, DOB 02/11/1990, of Waterbury

C.G.S. 21a-277, Possession with Intent to Sell

C.G.S. 21a-277(a), Sale of Narcotics

C.G.S. 53a-167a, Interfering

C.G.S. 53a-155, Tampering with Physical Evidence 

 

Carlos Rivera DOB 01/11/1985, of Waterbury

C.G.S. 21a-277, Possession with Intent to Sell

C.G.S. 21a-277(a) Sale of Narcotics

C.G.S. 14-147c, Misuse of Registration Plate

C.G.S. 14-213b, Operating a MV Without Insurance

C.G.S. 14-215, Operating with a Driver’s License Under Suspension

 

Both Trinidad and Rivera posted $10,000 bonds and are scheduled for arraignment at Waterbury Superior Court, on 12/13/2023.
