Shelton Man Arrested for Evading; Reckless Endangerment Following Pedestrian Collision on RT 8 in Derby

On September 9, 2025, at approximately 11:10 AM, Troopers from Troop I - Bethany responded to a report of an evading motor vehicle collision involving a pedestrian on Route 8 north, exit 12B off ramp in Derby. Upon arrival Troopers located the pedestrian who was then transported to a nearby hospital for treatment of suspected minor injuries.
While securing the scene and documenting the damage, Troopers obtained video footage that captured the incident in its entirety. In the video, a gray Toyota Corolla was observed reversing from the right lane, shifting into drive, and accelerating directly toward the pedestrian as they faced the vehicle. The video depicts the Corolla striking the pedestrian before making a right turn onto East Main Street at a high rate of speed, fleeing without rendering aid.
Troopers then spoke with the victim, who explained they attempted to change lanes when their vehicle collided with another vehicle that sped up from the right. After pulling over to obtain the plate, they exited their vehicle and was struck as the other vehicle drove around them.
Troopers confirmed the suspect vehicle’s registration and identified the operator as Keith Chapman (DOB 09/08/1958) of Shelton. With assistance from the Shelton Police Department, Chapman was observed operating the involved Toyota and pulling into the driveway of his residence where Officers were waiting to make contact with him.
Chapman was placed under arrest without incident and transported to Troop I for processing where he was charged with the following:
C.G.S. 53a-167a – Interfering with an Officer
C.G.S. 53a-63 – Reckless Endangerment 1st Degree
C.G.S. 53a-180aa – Breach of Peace 1st Degree
C.G.S. 14-222 – Reckless Driving
C.G.S. 14-224(b)(2) – Evading Responsibility with Physical Injury
Chapman was later released on a $10,000 bond and is scheduled to appear at Derby Superior Court on Thursday, October 2, 2025.
