Norwich Man Arrested for Possession of Child Pornography Following Suspicious Incident Investigation in Preston

On Thursday, 07/17/25, at approximately 12:43 PM, Daniel Lowell (DOB 05/05/62), of Norwich, was located at his residence by Troopers and taken into custody on the strength of an active arrest warrant. The warrant for Lowell's arrest stemmed from an investigation which began in February 2024 following suspicious messages located on a juvenile's cell phone. The investigation identified Lowell as the suspect, and multiple search warrants executed at his residence led to the discovery of child sexual abuse material.
Lowell was transported to Troop E, where he was processed on the following charge pursuant to the arrest warrant:
CGS 53a-196d; Possession of Child Sexual Abuse Material in the First Degree
Lowell was released from custody on a $150,000 court-set bond and is scheduled to appear at New London Superior Court on 07/31/25. Please see the attached arrest warrant and criminal information summary. This remains an active and ongoing investigation.
