Hamden Man Arrested for Operating Drug Factory; Possession with Intent to Sell Following RT 9 Crash in New Britain

On Wednesday, 06/18/25 at approximately 1:17 PM, personnel from Troop H- Hartford responded to Route 9 northbound in the area of exit 37B in New Britain for a reported three car accident involving two rollovers. Upon arrival on scene, it was determined that one of the three involved operators had sustained minor injuries and was transported to an area hospital for treatment. The other operators were not injured, and wreckers were dispatched to the scene to tow the disabled vehicles.


On-scene investigation determined that one of the uninjured operators, Frank Mitchell (DOB 07/19/94), of Hamden, was at fault for the accident. Further investigation following the accident led to the discovery of Mitchell being in possession of a significant quantity of controlled substances, packaging equipment and narcotics related paraphernalia. Mitchell admitted to Troopers on scene that he produces chocolate bars and gummies containing mushrooms. Mitchell was subsequently arrested without incident and transported to Troop H for processing.


A search warrant was later drafted and approved for Mitchell's residence in Hamden, where additional narcotics, drug paraphernalia, drug equipment and a large capacity magazine were discovered and seized as evidence. Mitchell was subsequently processed on the following charges:


CGS 14-222; Reckless Driving


CGS 14-236; Failure to Drive in Proper Lane- Limited Access Highway


CGS 21a-267(a); Use of Drug Paraphernalia (2 counts)


CGS 21a-277(a(1B+; Possession with Intent to Sell/Dispense a Hallucinogenic Substance (2 counts)


CGS 21a-277(c); Operation of a Drug Factory


CGS 21a-279(a)(1); Possession of a Controlled Substance (2 counts)


CGS 53-202w(c(1; Illegal Possession of a Large Capacity Magazine


Mitchell was held on a $100,000 bond and is scheduled to appear at Meriden Superior Court on 06/20/25. Please see the attached criminal information summary.
