Collision on RT 8 in Derby/Stratford Man Arrested

On Tuesday, 11/29/2022, at approximately 1:03 AM, Troopers assigned to Troop I in Bethany responded to a report of a motor vehicle collision on Route 8 southbound, in the area of Exit 15 in Derby. Responding Troopers observed two stationary vehicles in the center lane and a male, later identified as John Rose, DOB 03/15/1967, of Stratford, Connecticut, walking in the left lane of three to retrieve a tire. Out of concern for Rose’s safety, troopers verbally directed Rose to move to a safer location, out of the path of oncoming traffic. Rose continued walking in the left lane, requiring troopers to physically escort him to a safer location. Rose did not report any injuries as a result of the collision and declined medical assistance when offered.


During the investigation, Rose was evasive in his responses to questions and was asked repeatedly to provide troopers with his driver’s license, registration and auto insurance information, which he did not provide. As the investigating trooper began documenting the information related to the collision, Rose began walking across the travel lanes, again putting himself in danger. Rose did not respond when instructed to move to a safer location, and troopers noted that Rose was exhibiting signs of possible impairment. After moving to a safer location, Rose was asked to participate in Standardized Field Sobriety Tests which he declined to perform.


Based upon observations made at the scene and Rose’s unwillingness to cooperate with the investigation, Rose was advised that he was under arrest. Rose began to actively resist troopers’ efforts to place him in a cruiser for transport, requiring Derby Police Officers to respond and assist.


Once safely transported to Troop I, Rose was uncooperative during arrest processing and refused to be fingerprinted and photographed. As a result, Rose was charged with the following:


C.G.S. 14-227a Operating under the Influence

C.G.S 53a-167a Interfering with an Investigation/Officer

C.G.S. 53-182 Reckless Use of Highway by Pedestrian

C.G.S. 14-223(a) Disobeying the Signal of an Officer,

C.G.S. 29-17 Refusal of Fingerprints/Photograph.


Rose was held on a $5,000.00 cash/surety bond and was transported to Bridgeport Correctional Facility, pending his scheduled arraignment at Derby Superior Court, on 11/29/2022.
