On January 9, 2025, at approximately 7:02 PM, Troopers from the State Police Traffic Services Unit were conducting enforcement in support of DOT's Comprehensive OUI Enforcement Program. While monitoring traffic on I-84 west in the area of exit 16, a Trooper observed a motor vehicle traveling at a high rate of speed and failing to maintain its proper lane. The Trooper positioned themselves behind the vehicle, clocked the vehicles speed at 80 mph, and initiated a traffic stop for the violations observed.
The operator was identified as Precious Seay (DOB 01/17/1992) of Winsted. While speaking to Seay, Troopers suspected her to be under the influence of alcohol and/or drugs. Additionally, during the course of the stop, it was observed that a nine-year-old juvenile was a passenger in the vehicle.
Based on the Troopers belief that Seay was under the influence, she was requested to perform the Standardized Field Sobriety Tests. Seay complied, but did not perform the tests to standard. Seay was subsequently placed under arrest without incident.
Seay was transported to Troop A - Southbury for processing where she was charged with the following:
C.G.S. 14-219 - Speeding
C.G.S. 14-227m(c)(1) - Operating under the Influence with a child under 18 years old
C.G.S. 14-236 - Failure to maintain lane
C.G.S. 53-21 - Risk of injury to a child
Seay was released on a $1,500 bond and is scheduled to appear at Waterbury Superior Court on 01/23/2025.
