Windham Man Arrested for Threatening 1st; Interfering on Route 32 in Windham

On Saturday, 11/16/24 at approximately 2:31 AM, personnel from Troop K- Colchester were dispatched to Route 32 in Windham following a 911 call in which a male dressed in all black clothing was reportedly walking in the roadway southbound towards Franklin.


The first Trooper on scene observed two males dressed in dark clothing, one was on the side of the road and the other was walking in the roadway, just south of the Alice St intersection. As the Trooper approached with his cruiser, one of the males came into the roadway along the shoulder and the second began to cross the roadway. The Trooper then used their cruiser's emergency lights and spotlight to illuminate the second male for his own protection.


As the Trooper continued to approach the second male who had crossed the roadway, the other male took off running into the woods. As the Trooper began to exit their cruiser, the male remaining in the roadway was walking backwards away from the Trooper with his hands concealed in his pockets. The Trooper gave the male clear verbal commands to show his hands, to which the male complied for a brief moment and again hid his hands within his pockets. In the interest of mutual safety, the Trooper detained the male in handcuffs until backup arrived on scene. The male became belligerent at this time and refused to identify himself to the Trooper. The Trooper observed indicators of impairment, to include the strong odor of an alcoholic beverage emanating from the male's breath.


During the entire interaction, the male continued to be belligerent and loud, which caused alarm amongst area residents. A nearby resident had come outside due to the commotion caused by the male. Upon arrival of additional units on scene, further attempts were made to identify the male. It was at this time that the male threatened the Troopers on scene, stating he would blow their heads off. The male was advised that he was under arrest at this time and was subsequently transported to Troop K for processing. The male was later positively identified as Maxx Gallup (DOB 01/02/98), of Windham. It was subsequently determined that Gallup had two (2) active arrest warrants with the Willimantic Police Department.


A K9 track was conducted for the male who fled with negative findings. Gallup later advised Troopers that this person was an immediate family member and made contact with him by phone, to which it was confirmed that he was safe.


Gallup was processed for the following charges:


CGS 14-300c(b)*; Walking on a Public Roadway while Intoxicated


CGS 53a-167a; Interfering with an Officer/Resisting


CGS 53a-181; Breach of Peace 2nd Degree


CGS 53a-61aa(a)(3; Threatening 1st Degree


Gallup was held on a $75,000 bond and is scheduled to appear at Danielson Superior Court on 11/18/24. The Willimantic Police Department was advised that Gallup was held on bond. Please see the attached criminal information summary.
