State Police Discover Loaded Firearm During I-91 Traffic Stop in Windsor

On Friday, 09/02/2022, at approximately 12:14 AM, an on-duty Trooper conducting routine patrol operations observed a Hyundai Elantra traveling at a speed in excess of

85 MPH, on I-91 northbound, in the town of Windsor. In response, a traffic stop was initiated. While interacting with the Trooper the accused operator, identified as Steven Roche, DOB 03/31/1994, of Springfield, Massachusetts, exhibited signs of possible intoxication and Troopers detected the odor of an alcoholic beverage emanating from his person. Roche was then asked and agreed to perform standardized field sobriety tests, which Roche did not perform to standard. The accused was then taken placed handcuffs, seated in a cruiser, and secured with a seatbelt. As a search of the vehicle was being conducted, Roche unbuckled his seatbelt several times and opened the cruiser door, interfering with the investigation. Additional Troopers responded to the scene and assisted in securing Roche. During the search, a loaded handgun and a quantity of marijuana were located within the vehicle. Roche was transported to Troop H for processing and was charged with the following:

C.G.S 21a-279(a)(1), Possession of a Controlled Substance

C.G.S 14-222, Reckless Driving

C.G.S. 14-227a, Illegal Operation of a Motor Vehicle Under the Influence of Alcohol, and/ or Drugs

Roche was processed and held on a $50,000 Cash/Surety Bond and is scheduled for arraignment at Hartford Superior Court, on 09/02/2022.
