On 09/18/2024 at approximately 3:03 AM, a Trooper assigned to Troop H in Hartford was entering the highway on I-91 Southbound from the exit _ on-ramp in Wethersfield when they observed a gray Toyota Gr86 traveling in the left lane of three at an extremely high rate of speed, failing to maintain its lane. The Trooper caught up to the Toyota in the left lane and clocked the Toyota traveling at speeds greater than 120 MPH in a posted 65 MPH zone. The Trooper then initiated their emergency lights and siren and the operator of the Toyota complied by pulling over into the right shoulder.

Once stopped, the Trooper approached the Toyota and made contact with the driver, who was later identified as Troy O. Blanchard, DOB 04/09/1979, of Hartford. Out of concern that the operator would flee the scene, the Trooper directed Blanchard to turn the vehicle off and to hand over the keys, and Blanchard complied. During their interaction, Blanchard explained that he was trying to get to work and did not know his driving behavior was considered to be reckless.

Based on the information obtained during the investigation, Blanchard was arrested and transported to Troop H where he was processed and charged with the following violations:

C.G.S. 14-236, Failure to Drive in Proper Lane

Following arrest processing, Blanchard was released on a $1,000 non-surety bond and is scheduled for arraignment at New Britain Superior Court on 10/04/2024.
