Four Men Arrested for Narcotics Involvement at the CT Fastrak in New Britain

On 10/10/2024, at approximately 1:00 PM, Troopers assigned to Troop H-Hartford were dispatched to the CT Fastrak location in the downtown area of New Britain for suspected narcotic sales and activity.


Utilizing the CT Fastrak camera system, Troopers observed three adult males engaging in hand-to-hand narcotics transactions and cash exchanges with multiple individuals and recorded detailed descriptions of each male's clothing for identification purposes once on scene. One individual in particular was observed using the narcotics immediately after purchase.


Upon the Troopers' arrival at the scene, they spotted a male walking away from the area where narcotics transactions had occurred. Troopers stopped to speak with this individual who was identified as Urbina Eliezer (DOB: 04/18/1972), of Hartford. The Troopers inquired about the source of the narcotics, and Eliezer produced two orange wax papers and handed them over to the Trooper. When asked where he had purchased the narcotics, he indicated a group of adult males in the grassy area near the station.

As a result, Eliezer was issued a misdemeanor summons and charged in violation of C.G.S. 21a-279(a)(1); Illegal Possession of a Controlled Substance. Eliezer was released from custody at the scene on a $500 non-surety bond and is scheduled for arraignment at New Britain Superior Court on 10/28/2024. No mugshot was taken as he was released on-site.


Following the interaction with Eliezer, Troopers located and detained the three adult males in question. The three men were identified as Shantee Seay (DOB: 03/03/1984) of New Britain, Jan Carlos DelaCruz (DOB: 02/08/1995) of Meriden, and Travon Jenkins (DOB: 12/28/1991) of Middletown. Troopers established probable cause to search each individual, leading to the seizure of a significant amount of cash from all three.


All three suspects were subsequently arrested and transported to Troop H for processing. The seized cash was submitted as evidence.


-DelaCruz was charged with the following violations:


C.G.S. 21a-277(a(1(A; Illegal Sale of a Narcotic Substance

C.G.S. 53a-109 Criminal Trespass 3rd Degree


DelaCruz was held on a $50,000 cash/surety bond for the above charges and was scheduled for arraignment at New Britain Superior Court on 10/11/2024.


Throughout the investigation, Troopers learned that DelaCruz had three separate court issued arrest warrants. DelaCruz was separately processed and additionally charged with the following violations, and assigned a bond amount for each:


C.G.S. 53a-32; Violation of Probation

Bond: $25,000


C.G.S. 53a-173*; Failure to Appear 2nd

Bond: $10,000


C.G.S. 53a-173*; Failure to Appear 2nd

Bond: $10,000


DelaCruz was unable to post bond for each of the above charges and was scheduled for arraignment at New Britain Superior on 10/11/2024.


-Jenkins was charged with the following violations:


C.G.S. 53a-48/21a-277(a(1(A; Conspiracy to Commit Illegal Sale of a Narcotic Substance

C.G.S. 53a-109 Criminal Trespass 3rd Degree


Jenkins was released on a $15,000 cash/surety bond and is scheduled for arraignment at New Britain Superior Court on 10/29/2024.


-Seay was charged with the following violations:


C.G.S. 53a-48/21a-277(a(1(A; Conspiracy to Commit Illegal Sale of a Narcotic Substance

C.G.S. 53a-109 Criminal Trespass 3rd Degree


Seay was released on a $20,000 cash/surety bond and is scheduled for arraignment at New Britain Superior Court on 11/06/2024.
