On Saturday, 10/26/24 at approximately 2:00 AM, personnel from Troop H- Hartford were dispatched to I-84 westbound in the area of exit 48 in Hartford for a reported wrong way driver. The wrong way driver was reportedly traveling eastbound in the westbound travel lanes. While enroute, Troop H dispatch updated responding Troopers that the wrong way vehicle had collided head-on with a tractor trailer unit and that the wrong way driver was attempting to flee the scene.
Upon arrival, the operator of the tractor trailer reported no injuries and the wrong way vehicle was no longer on scene. Shortly thereafter, Troopers located the wrong way vehicle in the left lane near the exit 54 off ramp. The vehicle was still facing in the wrong direction and had become disabled as a result of the accident with the tractor trailer. The operator of the vehicle was positively identified as Constance Leggett (DOB 12/06/58), of East Hartford. Leggett reported no injuries as a result of the accident. While speaking with Leggett, Troopers observed Leggett was exhibiting signs of impairment, to include the odor of alcoholic beverages. Leggett admitted that she had consumed multiple alcoholic beverages prior to driving, and Standardized Field Sobriety Testing was administered. Leggett failed to perform testing to standard, and was subsequently arrested without incident.
Leggett was transported to Troop H, where she was processed on the following charges:

CGS 14-224(b)(3); Evading Responsibility- Property Damage
CGS 14-227a; Illegal Operation of a Motor Vehicle Under the Influence of Alcohol/Drugs
CGS 14-237; Driving the Wrong Way on a Divided Highway
CGS 14-251(c); Improper Parking
CGS 53a-64; Reckless Endangerment 2nd Degree
Leggett was later released from custody on a $5,000 bond and is scheduled to appear at Manchester Superior Court on 11/08/24. Please see the attached criminal information summary.
