Crash in Griswold Results in Fatality, Bozrah Man Faces Multiple Charges

On 06/09/2024 at approximately 4:44 p.m., Troopers assigned to Troop E – Montville responded to the intersection of Taylor Hill Road and Oakville Road in Griswold, for a report of a two-vehicle collision. EMS was also dispatched to the scene.


Upon arrival, Troopers observed a gold Audi with heavy front-end damage. The driver’s side door of the Audi was open. However, no operator or occupants were observed in the immediate area. Troopers also observed a white GMC Acadia with its air bags deployed.


Within the white GMC Acadia was a female, later identified as Charlotte W. Degrado, DOB 06/15/1927, of Branford, in a second-row passenger seat. Troopers observed Charlotte Degrado to be conscious and alert and during their interactions and Degrado reported significant back pain. The operator of the GMC, Daniel Colcord, DOB 02/23/1955, of Old Saybrook, reported no injuries. Another occupant of the GMC, identified as Diana L. Colcord, DOB 09/28/1964, of Old Saybrook, was rendering aid to Charlotte Degrado. Diana. Colcord was observed to be conscious and reported minor injuries.


Daniel Colcord explained to Troopers that while he was driving westbound on Oakville Rd., he stopped at the stop sign at the four-way intersection before proceeding. Daniel Colcord further explained that an unknown vehicle struck the side of the GMC at a high rate of speed, causing the vehicle’s airbags to deploy.


As EMS began providing aid to the occupants of the GMC, Troopers checked the interior of both vehicles to ensure no occupants were entrapped or in need of medical assistance. Upon checking the interior of the Audi, investigating Troopers observed items including but not limited to drug paraphernalia and a knife. No occupants were located within the Audi.


Charlotte Delgado and Diana Colcord were subsequently transported to an area hospital via ambulance for further evaluation and treatment.


Witnesses in the area advised Troopers that multiple occupants of the Audi had exited the vehicle following the collision and fled in the direction of Voluntown Road. The witnesses provided descriptions of the fleeing individuals.


During the investigation, a witness to the collision corroborated Daniel Colcord’s account of the collision and advised Troopers that a gold colored Audi, traveling at a high rate of speed, failed to stop at the stop sign and continued through the intersection, colliding with the GMC. The witness also provided video footage of three males exiting the Audi. According to the witness, the driver of the Audi was observed to be wearing a sports jersey.


Upon examining the video footage, investigating Troopers observed images of a white male, believed to be the operator of the Audi, leaving the scene of the collision.


Investigating Troopers recognized the male depicted in the video as Franklin B. Post, DOB 03/15/1989, of Bozrah, from prior interactions.


As Troopers continued to search the area for Post and the occupants of the Audi, Troop E was advised that Charlotte Degrado had been pronounced deceased while at the hospital.


At approximately 7:05 p.m., Troop E received numerous 911 calls from callers reporting that a male matching the description of the evading operator was walking through a wooded area in the vicinity of Jerome Parkway and Norman Road in Griswold.


At approximately 7:48 p.m., Post was located in a wooded area behind the Indian Ridge Apartments in Jewett City and taken into custody. During transport to Troop E, Post was observed to be exhibiting signs of impairment and Post acknowledged having consumed intoxicating substances.


Upon arrival at Troop E, it was discovered that Post had tampered with his court-ordered GPS monitoring ankle hardware, causing substantial damage and rendering the device inoperable.


During a search incident to the arrest, a plastic bag containing pills was located on Post’s person. A field test was conducted on the unidentified pills, resulting in a positive reaction for the presumptive presence of Fentanyl. Additionally, Post was found to be in possession of more than $4,000 in cash.


Prior to completing arrest processing, Post requested medical assistance for reported minor injuries and was transported by ambulance to an area hospital. While at the hospital, Post declined to provide blood, breath, or urine samples, and declined to participate in any questioning related to the collision.


Post was later processed and charged with the following violations:


C.G.S. 53a-115, Criminal Mischief

C.G.S. 53a-222, Violation of Conditions of Release

C.G.S. 53a-167a, Interfering

C.G.S. 21a-279, Possession of a Controlled Substance

C.G.S. 21a-278a, Possession of a Controlled Substance with Intent to Sell

C.G.S. 14-227a, Operating Under the Influence

C.G.S. 14-224a, Evading Responsibility Resulting in Death


On 06/10/2024, Post was arraigned while still receiving medical treatment at the hospital in conjunction with Norwich Superior Court, held on a $1,500,000 bond and transferred to the custody of the Connecticut Department of Correction.
